SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. Ltd. • The Australian Bicentennial Authority • Eleanor Bowers, Secretary, Eltham Arts Council The exhibition was placed on display in the Woolworths Arcade, Eltham between Monday June 6th and Saturday June 11, 1988. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. The information was intended to be used by press and magazines etc. The title 'Ambition achieved with a little help from her friends', and is about an 18 year old whose parents died within 12 months of each other. She was doing Matriculation (similar to VCE), and faced a problem with continuing her education until Legacy heard of her situation. Legacy provided free dental care, granted her an allowance, paid her matriculation exam fees. After she matriculated her career path was a Diploma course in Foods and Food Services and Legacy paid for her first year course fees and continued her allowance. Based on her remarkable results Legacy continued supporting her course fees until she graduated a happy, well-adjusted, successful girl in a well known test kitchen. Nicholls was born in Ballarat on 16 June 1911 and was enlisted during WW2 into the second Australian Imperial Force on 4th August 1942 in the third military district of Victoria. The Chicko Roll has been an Australian icon since the 1960's and 70's. Inspired by the Chinese spring roll and first sold in 1951 as the "Chicken Roll" despite not actually containing chicken. The snack was designed to be easily eaten on the move without a plate or cutlery and is typically deep-fried in vegetable oil. By 1965 the ubiquitous Chicko Roll was sold in every fish and chip shop throughout the country and at the height of their popularity in the 1970s, 40 million Chiko Rolls were being sold Australia-wide each year and more than one million were exported to Japan.(Wikipedia https://en.wikipedia.org/wiki/Chiko_Roll). Advertised with the slogan 'Grab a Chiko', 'Hit the Hot Spot' and 'You Can't Knock the Roll' the marketing around the Chicko Roll was aimed towards the male population with women perched on Harley Davidson's prevocatively preparing to bite into a Chicko Roll. In 2008 with a push towards healthier eating, Chicko Roll reviewed its advertising and although it continues to target young men, it switched to using a 'fun, active' young women, riding a retro pushbike near the beach to improve its image. In 1995 J.R. Simplot, an American company who also own Leggo's, Birds Eye, Edgell and John Wes,t acquired Chicko Roll to sure up their foothold in the Australian market. The Bright Council, now the Alpine Shire took over the control of the township in 1960. This relatively young town of Mount Beauty, along with the surrounding townships of Falls Creek, Bogong, Tawonga South and Tawonga, are all part of a prospering tourist area with excellent services, accommodation, food and a wide range of recreational activities available for all ages. According to Shire records, the population of Mt Beauty has grown from 1,500 in 1981 to 1,800 in 2016 with a projected increase to 2,000 in 2013The photographs taken around 1993 show a prosperous commercial centre catering for both locals and the needs of visitors. It provides a pictorial history of the changes which have occurred in the retail/commercial district of Mt Beauty over the years. It contained three meals, each waterproofed (a vital consideration for the tropics), which offered a balanced selection of meat, vegetables, fruit and vitamin supplements. Before the development of this ration pack, Australian soldiers were supplied with quantities of preserved food that were difficult for a man to carry and divide, and which often did not provide a nourishing diet. Sir Cedric Stanton Hicks (1892-1976), university professor and army catering officer, was born on 2 June 1892 at Mosgiel, New Zealand. University of Otago (B.Sc., N.Z., 1914; M.Sc. Hons, 1915; M.B., Ch.B., 1923) 1916-18 Hicks served as a non-commissioned officer in the New Zealand Expeditionary Force and he assisted Professor J. K. H. Inglis in the synthesis and production of Chloramine-T for use against meningitis among the troops. Hicks was appointed government analyst in 1918. On a Fellowship 1923, he travelled to England and studied at Trinity College, Cambridge (Ph.D., 1926) and caried out research in Switzerland, Germany and the United States of America. 1927 he was appointed to the new chair of physiology and pharmacology at Adelaide University, which he was to hold until 1957. During the Depression he studied the dietary patterns of five hundred families receiving relief. 1940 Hicks was appointed temporary captain, Australian Military Forces, and performed part-time duty as catering supervisor. Moved to Melbourne as chief inspector of catering, he began a campaign for applying scientific principles to the feeding of troops. 1943 the Australian Army Catering Corps was formed. Hicks altered the basis of the allowance for military rations from a monetary to a nutrient entitlement, improved the pay and promotion opportunities of cooks, established schools of cooking and catering, devised new methods for preparing food, supported the service's adoption of the Wiles steam-cooker, and designed jungle-patrol, emergency and air-drop rations. His 'Who Called the Cook a Bastard?' The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Female Relative Badges were issued to the nearest female relative (usually wives or mothers) of those who engaged in active service overseas during the First and Second World Wars. Two Female Relative Badges were issued during the First World War. One was issued to the nearest female relative of soldiers, airmen, nurses, and masseuses who left Australia for active service abroad; the other to the nearest female relative of members of the Royal Australian Navy (RAN) who had enlisted for general naval sea service for at least a period of the war, and who performed service outside Australian waters. A bar was suspended below the badge to indicate additional relatives involved in the war effort. The Female Relatives Badge was promulgated under Military Order 280 of 1917 and superseded by Military Order 1818 of 1918. The International Committee of the Red Cross was formed in 1862. Initially its purpose was to try and find ways of overcoming the inadequacy of army medical services so as to alleviate the suffering of those wounded in armed conflict. Over time it has extended its work to include many forms of humanitarian aid in times of peace and war. The Australian Red Cross Society (ARCS) was formed just after the outbreak of the First World War in August 1914, originally as a branch of the British Red Cross. It is especially remembered in the provision of “comforts” for soldiers overseas. Enormous sums of money were raised, and thousands of women volunteers contributed their time by making vast quantities of clothing: socks, vests, mittens, mufflers, pyjamas and a variety of linen. Items were sent to headquarters located in the state capitals, often using government houses as depots, where, after being sorted and packed by yet more volunteers, they were sent to Britain or the front. The effect of this work for the recipients was to bring comfort in its truest sense, for a seemingly trivial gift of a bar of chocolate of a pair of dry socks could bring the most profound relief for a soldier on the Western Front. From the date of its inception until the armistice the ARCS dispatched 395,695 food parcels and 36,339 clothing parcels Between 1914 and 1918 more than £3,500,00 was collected and spent on Red Cross services to the Australian Forces and Empire Forces. Enormous sums of money were raised, and thousands of women volunteers contributed their time by making vast quantities of clothing: socks, vests, mittens, mufflers, pyjamas and a variety of linen. Items were sent to headquarters located in the state capitals, often using government houses as depots, where, after being sorted and packed by yet more volunteers, they were sent to Britain or the front. The effect of this work for the recipients was to bring comfort in its truest sense, for a seemingly trivial gift of a bar of chocolate of a pair of dry socks could bring the most profound relief for a soldier on the Western Front. From the date of its inception until the armistice the ARCS dispatched 395,695 food parcels and 36,339 clothing parcels Between 1914 and 1918 more than £3,500,00 was collected and spent on Red Cross services to the Australian Forces and Empire Forces. World War 2 commenced in 1939 in Europe. The first controls over the production and distribution of products in Australia were introduced in 1940, partly due to disruption of shipping. In 1942, after Japan entered the War, comprehensive rationing was introduced to manage shortages and control civilian consumption. After the War, rationing was gradually phased out. Clothing rationing was abolished on 24 June1948. The last rationed product was tea, which ended in July 1950.Many young men from the City of Moorabbin volunteered for active service during WW2 .The market gardeners had to manage their farms with reduced labour. Farms and businesses over the whole country were affected so rationing was introduced to control the civilian use of commodities. Allan Parkinson was born in Beechworth in 1924. The eldest of eight children, his mother provided laundry services to the people of Beechworth whilst his father worked for the local tannery, trapping rabbits. Allan fondly remembers times spent during his childhood catching rabbits with his father. As his younger years were set amidst the experiences of World War Two and the Great Depression, Allan recalls a feeling of solidarity amongst the residents of Beechworth that was present during this time(for instance, sharing food with neighbours in wartime), as well as the disassociation he felt as a returning soldier after the war. Allan talks of the great number of 'New Australians' who arrived in Beechworth in the post-war years, many of them coming from war-torn countries in Europe. Before being integrated into Australian society, these 'New Australians' would often first spend time at the Migrant Reception and Training Centre in Bonegilla, Northern Victoria. They were taught English and learnt about Australian life before being billeted out across the country to fill labor shortages. Following time spent up in Queensland, Allan worked in the forestry industry, clearing thousands of acres across Victoria which were needed to plant pines. The interview ends with discussions of the famous Wheelbarrow Push from Beechworth to Mt Buffalo in 1935, of which Allan's Uncle Tom was a central participant; this is an event which has since become an annual fundraising tradition in Beechworth. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: Voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke. Mr Allan Parkinson's account of his life in Beechworth and the local area during the twentieth century is historically and socially significant to the cultural heritage of the region. He details important historical events and hardships that had lasting local, regional and national impacts, including Australia during wartime, post-war migration and economic struggles. This oral history account is historically and socially significant as it is part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth century Beechworth'. While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the twentieth century, many of which would have been lost if they had not been preserved. This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white stripe and is currently stored in a clear flat plastic rectangular container. It holds up to forty minutes of recordings on each side. Mr Max Sutor was born in South Australia. He first began his work as a marine engineer at the Mildura Irrigation Trusts, moving later to the Melbourne Harbour Trusts. After a number of years as an engineer, he moved into farming at Gippsland and joined the prison service several years after during the late 1960s. He was first stationed at Morwell River Prison in South Gippsland, transferring to McLeod Prison in 1972 and finally to Beechworth in 1974 as senior prison and stores officer. He would assist in the organisation, obtaining and distribution of food and medication to prisoners. The prison, at the time, was of medium security and held high security prisoners, with an estimated amount of 108 prisoners to 23 staff. Mr Suter showed a great push in showing humility towards prisoners, wanting to avoid animosity against them by never looking at their records to treat them equally. His choice of kind behaviour towards prisoners had clearly influenced their own, especially during manual labor. The prison had worked cooperatively with a local farm, having their prisoners assist in the farm work. Attitudes inevitably changed positively for several prisoners. Whilst he held no control over their actions at the farm, he still became well trusted and liked amongst the prisoners, as they would continue to go to him for assistance and questions. Mr Suter had also worked as an instigator of finding drugs within each prison he has worked within. This led him to study the variations, and being a member of the Parents and Citizens Association at the high school his children attended, as well as Community Service Director of a Rotary club, he wanted to educate parents in guidance for those unsure on how to conduct actions against such behaviours. From his first seminar, a police surgeon told him that three drug users were found by their parents. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century.
